Website designer / developer needed (Halloween theme)

Looking for someone to design and build a full web site for a Toronto Event. (web developer/ Graphic designer)

Must able able to create logo and over look and feel for the site - it will be halloween themed / related. Need about 5 pages Can be wix, or word press template or coded from scratch site needs to be able to have an online form for vendors to submit and an ability to pay online (payment gateway or payment processor) Domain already registered need to be set up and hosted with web site attached. Initial ask is a BASIC fast landing page to get up ASAP and then the rest of the site in 2 weeks give or take All content will be provided images, carousels and fonts can be open source license free stock photography and such I have sample colours or themes/ directional ideas - and overall site map ready

Need someone to do it end to end full design set up and such - needs to be responsive and work across devices and browsers and be SEO optimized.
